Question about keeping MAX values in RRD graphs

I've seen this question asked a few times in this forum but I don't seem to ever see a clear answer and/or the original poster never returns after somebody answers their question.
I have been asked how we make RRD show the actual max values/peaks instead of averaging them and have yet to figure out how this is done.
Let me explain the scenario.
I have an application who's data rate I'm trying to monitor. I have a COMMAND datasource checking this every 60s. It's command cycletime is 60s in zproperties and the datasource itself. The consolidation function I've chosen is MAX. I've added --step=60 to the custom graph commands.
The last step in this process was I changed the default RRA values for this collector to:
RRA:MAX:0.5:1:43200
So if I understand this correctly, I'm saying keep the MAX of 1 cycle, 43200 times.. which is approximately 30 days.
I've blown away the existing RRD file and no matter what I do I never see the real value.
I saw in a mailing list post for RRD someone mentioned what I'm looking for is 1-second precision/stepping. Is that really what I'm after here?
Has anyone figured out how/if this is possible?
